  • Despite operating for a decade, only 11% of voters were initially aware of the TCUP. However, after learning about the program, 73% of respondents favored its provision of medical cannabis for qualifying conditions.
  • A notable 44% of voters indicated they would be more inclined to support a legislator who voted to expand the TCUP, while only 13% stated they would be less likely.

  • 47% of Republican primary voters opposed banning hemp, compared to 37% who supported a ban.
  • 45% opposed banning THC, while 35% supported a ban.
  • A significant 72% of Republican primary voters believe military veterans should have access to THC products as an alternative to opioids.
  • Concerns about market disruption were also evident, with 53% believing a ban could create opportunities for drug cartels and 55% anticipating an increase in black market sales.

Separately, a Baselice Poll from March 2025 indicated even broader support for medical cannabis, with 68% of respondents advocating for THC to remain legal but regulated in Texas. This poll further detailed:

  • 57% of Republican voters supported allowing THC to remain legal, with only 29% desiring a ban.
  • Among Democratic voters, 80% preferred legal THC, versus 10% who wanted it banned.
  • 72% of Independents favored legal THC, while 17% supported an outright ban.

The consistent findings across these surveys suggest a preference among Texans for regulated access over prohibition, a sentiment echoed by the THBC, which stated, “Texans support access to hemp-derived THC with smart, enforceable regulations. They want age restrictions, testing, and consumer safety — not black-market chaos and government overreach.”
