Guyana Advances Industrial Hemp Sector Development, Identifies Key Cultivation Regions and Operational Regulatory Authority

Guyana is progressing with its strategy to establish an industrial hemp industry, with the government identifying Regions Six and Ten as primary cultivation areas. This development follows the operationalisation of the Guyana Industrial Hemp Regulatory Authority, which is tasked with overseeing the emerging sector, as reported by Caribbean National Weekly and The St. Kitts-Nevis Observer.

Regulatory Framework and Authority Operations

The establishment of Guyana’s industrial hemp sector is guided by the Industrial Hemp Bill, which was previously tabled in the National Assembly. This legislation provides the legal framework necessary for the cultivation, manufacturing, and research of industrial hemp and its derived products. It also mandated the creation of the Guyana Industrial Hemp Regulatory Authority, which is now operational.

Minister of Agriculture Zulfikar Mustapha confirmed that a chief executive officer has been appointed to lead the Authority. This regulatory body is central to ensuring structured development and compliance within the nascent industry.

Cultivation Zones and Processing Infrastructure

Minister Mustapha indicated that Regions Six and Ten have been designated for industrial hemp cultivation. However, large-scale planting is contingent upon the establishment of adequate processing infrastructure. Mustapha emphasised the necessity of developing cultivation and processing capabilities in tandem.

He stated, “We are now in discussion with those companies to set up the processing plant. I am hoping that that can happen within another three to four months because you can’t plant hemp without a processing plant,” according to Caribbean National Weekly. The government has received between three and four expressions of interest from overseas investors for these processing facilities and is in the process of selecting a suitable partner to advance the project.

Industrial hemp is distinct from marijuana, containing significantly lower levels of tetrahydrocannabinol (THC), the psychoactive compound. This distinction is crucial for its application in agriculture, manufacturing, and research, aligning with the non-recreational focus of the industry’s development.
