Massachusetts Governor Appoints New Cannabis Control Commissioners Following Regulatory Reforms

Massachusetts Governor Maura Healey (D) has appointed three new members to the state’s Cannabis Control Commission (CCC), the agency responsible for overseeing Massachusetts cannabis regulation. These appointments follow the recent enactment of legislative reforms that restructured the commission and adjusted industry operational parameters.

Restructuring the Cannabis Control Commission

The appointments come approximately one month after Governor Healey signed into law reforms that reduced the number of CCC commissioners from five to three. All three commissioners are now appointed directly by the governor. The legislative changes also included an increase in the cannabis purchasing limit for consumers, doubling it from one to two ounces. This adjustment impacts sales volumes and operational considerations for licensed cannabis businesses within the state.

Governor Healey named Christopher Harding as the Chair of the restructured commission, alongside Xiomara DeLobato and Anthony Wilson as Commissioners. In a statement, Governor Healey indicated that these appointments are intended to help the CCC “better support [cannabis] businesses, workers and consumers.” She further stated, “This industry supports thousands of jobs and small businesses across Massachusetts, and it’s important that we have a regulatory structure that is effective, accountable and built to meet the needs of a growing industry. These appointees bring strong leadership and management experience, and I’m confident they will help move the Commission and industry forward.”

New Commissioners Bring Diverse Experience

  • Christopher Harding (Chair): Currently serves as the Chief of Staff and Undersecretary at the Executive Office of Health and Human Services. He was a founding member of the Cannabis Advisory Board and previously held the position of Commissioner of the Massachusetts Department of Revenue.
  • Xiomara DeLobato: Holds the position of Vice President and Chief of Staff for the Western Massachusetts Economic Development Council.
  • Anthony Wilson: Operates a private practice and has provided advisory services to cannabis businesses and entrepreneurs regarding industry regulations.

The restructuring of the Cannabis Control Commission and the appointment of new leadership signal a renewed focus on the administrative efficiency and regulatory framework governing the Massachusetts cannabis market.
