Minnesota Office of Cannabis Management Freezes Legend Technical Services’ Testing Lab License

Regulatory Action Against Legend Technical Services

The Minnesota Office of Cannabis Management (OCM) has frozen the cannabis testing lab license of Legend Technical Services, citing the company’s failure to address specified security and testing requirements. This regulatory action impacts the lab’s ability to operate within both Minnesota’s medical and nascent adult-use cannabis markets, according to a Ganjapreneur report.

Legend Technical Services was initially licensed under the state’s medical cannabis program. In September 2025, regulators approved the lab to test products for both medical and adult-use markets. This approval included a variance allowing the lab to continue using its existing testing methodologies for adult-use products, despite different requirements under the new regulatory framework. The OCM recently notified Legend and its clients that this special approval had expired, necessitating compliance with standard adult-use testing protocols.

Compliance Issues and Operational Disruptions

OCM spokesperson Josh Collins stated, “Our commitment to public health and safety requires us to hold all license holders to the same standards, and there are steps that Legend must take to address the issues identified in the variances. These requirements are no different than what is required of all licensed testing facilities.”

Tom Barrett, Vice President of Legend Technical Services, informed the Tribune that the company has submitted most of the information requested by the OCM, with the remaining data expected by the end of the week. However, the timeline for the lab to resume testing remains uncertain. As a direct consequence of the license freeze, Legend Technical Services is returning over 400 samples to its clients, as it is unable to fulfill testing requests.

The OCM acknowledged the disruption this action would cause for affected businesses, noting in its letter to clients, “We understand that this is unwelcome news and will cause a disruption for your business operations.”

Broader Context of Minnesota’s Cannabis Testing Landscape

Minnesota currently has only four state-licensed facilities authorized to conduct cannabis product testing, including Legend Technical Services. The suspension of one of these labs highlights the limited infrastructure available for ensuring product safety and compliance across the state’s expanding cannabis industry.

This situation also follows recent legislative developments aimed at addressing testing capacity. In March, Governor Tim Walz signed a law permitting hemp product manufacturers to utilize out-of-state testing laboratories until spring of the following year. This measure was enacted specifically to mitigate challenges posed by the limited number of in-state labs capable of testing hemp products, as previously reported by Hemp Gazette.

The OCM’s decision underscores a regulatory focus on consistent standards for all licensed operators, particularly as Minnesota navigates the complexities of integrating medical and adult-use markets.
